The Payroll Manager is accountable for delivering accurate, timely and precise payroll results to approximately 15,000 Canadian-based employees. As part of the finance team, the Payroll Manager effectively oversees the day-to-day payroll demands of a complex multi-geographic, multi union organization and works to ensure timely and accurate completion of different payrolls every pay period representing various lines of business. This role also ensures full and ongoing compliance with legislative and regulatory requirements and coordinates and supports periodic changes applicable to the payroll system and processes.


The Payroll Manager also provides oversight and expertise relating to payroll and HR financial management to ensure integrity of balance sheet accounts including reconciliations, government and other remittances, expenses, analytics as well as internal and external audit compliance and reviews.



  • Leadership and management of the centralized payroll operational team to ensure timely and accurate payroll results for staff and retirees within multiple established deadlines
  • Deliver high performance results by providing guidance and feedback in achieving goals
  • Manage, motivate and develop employees through effective selection, coaching, cross training and succession planning to build long term bench strength
  • Lead best practice and continuous improvements in support of enterprise initiatives and an everchanging business landscape, focusing on technology and process improvements aimed at quality and service enhancements and reduction of costs
  • Ensure completion of year-end processes within prescribed government timelines, including annual production, filing, distribution, reconciliation and reporting of standard and non-standard tax forms
  • Enable payroll compliance and control by ensuring systems and processes are compliant with all payroll-related Federal and Provincial legislation and regulations
  • Management of identified risks in support of Internal Controls regarding Financial Reporting
  • Trusted advisor to all staff and leaders relating to payroll policies, standards and operating procedures
  • Provide payroll representation, input and direction in support of various business strategies
  • Coordinate with external consultants and provide service for complex employee transactions and assignments
  • Deliver results in partnering with other business areas including HR, Employee Relations, Benefits, Pensions and IT.
  • Liaise with external agencies as needed, including CRA, Service Canada (ROE Web), WSIB, etc.
  • Supports HCMS updates / corrections as needed relating to Payroll



  • Post-secondary education in a related discipline (payroll, business, accounting)
  • Completion or enrollment in Canadian Payroll Association certificate program: Payroll Compliance Practitioner (PCP) or Certified Payroll Manager (CPM) is a definite asset
  • 7+ years of experience working in a complex payroll environment including multiple union collective agreements
  • Well-developed understanding of financial reporting and internal control framework / audit
  • Proficient in Income Tax calculations and formulasDemonstrated leadership in achieving goals, developing employees and continuous improvement
  • Proven knowledge of all Federal and Provincial payroll related legislation and employment standards
  • Demonstrated problem solving skills surrounding complex issues, analytical and decision making ability
  • Strong written and verbal communication skills
  • Strong interpersonal and customer service skills and the ability to work effectively in a team environment
  • Demonstrated success while dealing with ambiguity and leadership through change management
  • Effective planning and organizational skills with the ability to adapt to change and perform effectively under pressure
  • Ultimate Software (UltiPro) experience including implementation and ongoing enhancements would be an asset
  • Excellent Computer skills, proficient with Word / Excel
